On March 5, 2019, the Hainan provincial government released the development plan of clean energy vehicles in Hainan province, becoming the first region in the country to propose a clean energy goal and roadmap for vehicles in all subsectors, and the first province to propose a timetable for banning the sale of fuel vehicles by 2030.
The plan aims to achieve the overall development goal of "green and smart travel in new Hainan" by 2030 and proposes three-phased targets for 2020, 2025 and 2030. Among them, the public service sector, such as business vehicles, buses, cruise taxis, etc., has added and replaced 100% new energy vehicles or clean energy vehicles since the release of the plan, striving to achieve clean energy by 2020. Light logistics vehicles (including postal and urban logistics and distribution) and time-sharing rental vehicles in social operations will be added and replaced by 100% new-energy vehicles from the date of the release of the plan. Vehicles in urban environmental protection, tourism and passenger transport, urban and rural service lines and other fields will be completely clean energy by 2025.By implementing strict regulation and control on the total number of small buses, restricting and guiding the development of two-way clean energy conversion of both incremental and existing vehicles, 100% of the new and new energy vehicles will be added or replaced in the private sector of the island by 2030.
